用科学发展观全面推进非水网地区搜救工作

To promote the search and rescue work in non-waterborne network areas through implementing scientific development concept

科学发展观的根本方法是统筹兼顾。文中分析了非水网地区搜救工作的现状和特点,指出了非水网地区搜救工作与东部沿海以及黑龙江省、长江干线存在的差距和不足,从适应科学发展的角度,提出了加强和推动非水网地区搜救工作的总体思路和具体措施。

The basic method of scientific development concept is overall consideration and coordination. This paper analyses the present situation and characters of search and rescue work in the non-waterborne network areas, finds out disparity and insufficiency in search and rescue work in the non-waterborne network areas compared with that in the east coastal areas, the Heilongjiang Province and the mainstream waterway of the Yangtze River. Based on the view of scientific development concept, this paper puts forwards the general idea and specific methods to promote and strengthen the search and rescue work in the non-waterborne network areas.
