针对呼和浩特地区公路养护管理面临的问题,指出现行的公路养护管理体制和运行机制必将按照"统一领导、分级管理;事企分开、管养分离;精减机构、培育市场;定额养护、计量支付"的改革策略,建立起一个管理科学、运转高效的新型公路养护管理机制。

In the view of Hohhot Region being faced with problems of maintenance and management of highway, this article indicates that reform of the current maintenance and management systems, and operating mechanism must be carried out as following strategy： to seek unity of leadership, manage in grades, sort out institutions from business, separate management from maintenance, simplify the administrative structure, develop the market, maintain on the basis of work quotas and pay for measurement, to build a new system of highway maintenance and management with scientific management, and high efficiency in operation.
