Features and Management of Ownership of an Independent College Based on Ownership Economy

产权明晰既是独立学院存在的前提,也是独立学院有效运作、健康发展的保障。本文从产权经济理论角度分析了独立学院产权主体多元化、契约性、优势互补和合作双赢的特征;论述了明晰独立学院产权对于调动社会力量投资教育的积极性,强化举办者、投资者和办学者的责任以及提高办学效率的重要意义;提出了独立学院要进一步明晰产权关系,发挥多元产权关系优势,进一步拓展筹资渠道,发挥多样筹资体制优势,进一步强化效益观念,发挥优化资源配置优势的管理建议。

Clarity of ownership is a prerequisite for the subsistence of an independent college and ensures its effective operation and healthy development. This paper analyzes the major features of an independent college, including the diversification of its ownership, and its contractual and complementary relationship with the university that will lead to win - win cooperation between the independent college and the university, drawing on the theory of ownership economy. It discusses the positive role of the clarity of ownership in independent colleges in mobilizing external investments in education, in encouraging a greater sense of respunsibility by sponsors, investors, and operators, and in improving the operating efficiency of the college. This paper proposes to further clarify the nature of the ownership of an independent college, and to capitalize on the multiplicity of the ownership relationship to further expand and diversify fund - raising channels. Furthermore, it proposes to enhance the concept of financial viability and to take advantage of a management system that optimizes the allocation of resources.
