论自然资源法在环境法中的凸显

On the Projection of Natural Resource Law in Environment Law

环境法可分为污染防治法与自然资源法,随着环境法的历史演变和转型,污染防治法日渐式微,自然资源法却在变革中日益强盛。本文通过对环境法等概念的界定,探讨了此种变革的语义基础;通过对环境法发展趋势的梳理,挖掘了该变革的内在动因;通过对自然资源法所契合行为的描述,刻画了该变革的具体表征。

Environment law is divided into natural resource law and prevention and cure law for pollution. With the history evolvement and transformation of environment law, the prevention and cure law for pollution gets declining,but natural resource law gets prosperous. This article defines the concept of Environment law, discusses the semantic foundation of the transformation ; explores the internal causation of such transformation through the pectination for the developing direction of environment law, depicts the idiographic character of such transformation through the description of the coincidental action of the environment law.
