College and University PE teachers should have the following full capacity： the ability to know and use the teaching materials well： the ability to express simple, smooth and vivid language and the ability to observe keenly and implement the emotional education. They should also have science and innovation capacity; education, teaching and research capacity; the infiltration capability of moral education. With these comprehensive abilities can physical education teachers become experts on the teaching, training as well as the backbones of scientific research.
