摘要
“十一五”期间,我国电网发展面临着巨大的机遇和挑战。降低工程造价,提高项目质量,是电网企业的重要任务。项目后评价是建立科学化、程序化和民主化的投资决策管理体系的重要内容,在改进投资决策管理,完善相关政策措施,提高科学管理水平,为今后项目建设提供经验等方面具有重要作用。全面实施并完善项目后评价制度,深入系统地掌握项目后评价的方法并加以运用,对各级电网企业意义重大。
During the Eleventh Five Year Plan, power grid development faces a great challenge and opportunity in our country. Reducing capital cost and increasing project quality is the primary mission of power utilities. Project postevaluation, as an indispensable part of a scientific, programmed and democratic investment decision - making and management system, has an important role in improving investment decision - making and management, perfecting related policies and measures, enhancing scientific management level, and providing experience for future project construction. It is of great significance for power utilities to completely implement and perfect project post- evaluation system, and to grasp and apply project post evaluation method.
