中国城镇住房保障政策体系变革中的缺陷及其完善构想

中国的城镇住房保障政策伴随中国经济体制改革而逐步发展。其政策设计体现了以城镇住宅的社会化、商品化为政策导向,以实现"住有所居"为奋斗目标,以实施住房公积金、经济适用住房、廉租住房等为主要举措,收到了较好的效果。对于在运行中存在的保障主体、保障力度、规范管理等问题需继续研究。因此应当建立、健全全方位的住房公积金制度,分层次逐步调整和完善住房保障政策,建立政府主导的住房保障体制和机制等。

However, such problems as security body, security strength and standard regulation need further study. Therefore, an all--directional housing fund system should be established and improved, and the housing security policy should be gradually adjusted, and a government--oriented housing security system and mechanism should be constructed.
