建立财产申报制度是建设社会主义民主政治的客观需要。1995年《关于党政机关县(处)级以上领导干部收入申报的规定》的申报主体不完整,其范围过于狭窄,受理机构缺乏监管权威,纪律处分缺乏刚性。完善财产申报制度,要加快制定家庭财产申报法,合理确定申报主体,扩大财产申报范围,细化申报的种类与时限,设立权威的受理机构,规范申报档案的管理,加重对违反申报法的行为的责任追究。

The establishment of property declaration system is an objective need to build socialist democratic political system, in 1995, the declaration main body of the declaration stipulation on the party and government organs at the coun ty （section） level leading cadres is incomplete, the scope is too narrow, the organization accepted lacks the supervision au thority, the disciplinary action lacks the rigidity. To improve the property declaration system, it is necessary to speed up the [ormulation of family asset declaration law, determine the declaration main body reasonably, expand property deelara tion scope~ refine declaration type and the time limit, set up the authority to accept the organization, standard declaration file management, aggravate the responsibility investigation of violating the declaration method behavior.
