摘要
县乡两级公务员管理存在着工作积极性不高、缺少适应基层工作需要的培训机制、基层公务员管理和监督体制不完善问题。根据马斯洛的需求层次论,可建立负激励、物质激励、培训激励、目标激励、思想激励、成就激励的"以人为本"机制,调动基层公务员的积极性和创造性。
The lack of working enthusiasm, the lack of the working-needed training mechanisms of the grass roots, the inadequate of the grass-roots civil service management and supervision exist in the county and township civil service management. According to Maslow's hierarchy of needs, it is necessary to create a negative incentive, material incentives, training incentives, the goal of encouraging ideological motivation, achievement of incentive people oriented mechanism to mobilize grass-roots civil initiative and creativity.
