摘要
长期以来,国有应用开发类科研机构定位不明确,人力资源开发与管理较为薄弱,人力资源竞争能力处于弱势地位。在新的历史时期,国有应用开发类科研机构的定位是知识型企业。在应用开发类科研机构转型的过程中,人力资源管理应实现战略转型。本文分析了国有应用开发类科研机构人力资源管理存在的问题,并提出了系统性对策,并以CETC为例进行了实证分析。
In a long period, the state-applying and developing institute's orientation is not clear, the human resource exploitation and management are poor and the human resource competitiveness is in weak position. In new historic era, the state-applying and developing institute's orientation should be knowledge enterprise. This paper analyzes the problems existing in the state-applying and developing institute's human resource management and gives its counterolots through analysis by taking CETC as an example.
