政府在农村公共产品供给体制中的责任探究

Research on the Responsibility of Government about the Supply System of Public Goods in Rural Areas

随着中央"一号文件"的发布和免征农业税的实行,学界再次关注农村公共产品供给问题,并围绕它展开争论。文章通过对我国农村公共产品的供给现状阐述,分析了政府在农村公共产品供给中的责任缺失。认为在构建新型农村公共产品供给体制中,政府首先要建立相关的法规制度——畅通的需求表达机制、科学的决策机制、稳定的投入机制和健全的监督机制等,其次在制度的执行上,要根据财权与事权相对应的原则并结合公共产品外溢特点和受益范围,在明确界定中央和地方各级政府在农村公共产品供给中的责任的基础上,实践中央、地方、农民三位一体的农村公共产品供给体制。

With the abolition of agricultural tax, the supply of public goods in rural areas is becoming a hot issue of discussion. According to elaborate the supplies condition of public goods in rural areas and analyse the government＇s responsibility of public goods in rural areas, realize that in reconstructing the public goods supply system in rural areas, the first task is to establish the related laws and regulations system, such as unimpeded demand expression mechanism, the science decision-making mechanism, the stable investment machine-made and the perfect supervising mechanism. Secondly , according to the features of public goods and the clearly defined the responsibility between the central and local governments, to establish the new supply system of public goods in rural areas.
