The Government Role and Decision-making at distinct stages in the Growing Creativity of Specialized Township Industrial Cluster

现阶段我国产业集群处于创新能力增长新阶段,转型升级作为这一阶段的外在性标志。政府在这一时期对产业集群的作用与以前阶段虽有不同,但加强调控性、服务性管理仍是主导方面。针对产业集群当前在创新能力增长方面存在的障碍,政府要相机采取一系列有针对性的新决策。

At present, our industrial cluster has been in the stage of increasing innovation ability. The reforming and promotion is the external symbol. Compared with the past, the government role now in industrial cluster is different, but the main concern is still in strengthening regulation and service management. In view of the industrial cluster＇s current barrier which exists in the innovation ability growth aspect, the government needs to adopt series of appropriate target-oriented new decisions-making measures at distinct stages .
