欧盟区域差距演变的历史测度

On the Historical Calibration of Regional Disparities in EU

《罗马条约》之后,欧盟的地区差距问题一直是欧盟政策的重点。文章利用欧盟近50年的数据,采用基尼系数、变异系数和泰尔指数分别对欧盟区域差距的历史演变做了全面分析,主要结论是,EU15区域差距以1980年代初期为转折点,之前为缩小趋势,之后呈缓慢扩大的趋势;EU25区域差距在1993～2000年呈上升趋势,而在2000～2006年期间差距却明显下降。

The issue of regional disparities has been a priority for European Union after the Treaty of Rome. The paper takes the approaches of Jini coefficient and Theil index to make a comprehensive analysis of the historical regional disparities in EU. The major conclusions include： the inequality among the 15 member states declines over the first period and then rises slowly, with the early 1980s being the turning point; among the 25 member＇states, regional disparity has a clear tendency to rise from 1993 to 2000, and then to fall substantially from 2000 to 2006.
