Market machinery and government machinery both will failure in the governance of food safety.It needs new institution arrangement to ensure polycentric-cooperative governance food safety.We should relax the control of governments,construct the foundation of the public participation,promote the food producers＇ self-governance,and establish a new system for the third sector participates.
