摘要
作为社会主义农村建设的直接组织者和推动者的农村干部,肩负着组织和领导农民群众建设社会主义新农村的重任,其素质高低从某种程度上决定了我国社会主义新农村建设的成败。当前,农村干部年龄结构偏大,思想观念陈旧;文化程度偏低,整体素质不高;党性锻炼缺乏,民主管理能力不足;腐败问题堪忧,财务状况混乱。历史文化、政策法规及农村工作环境等是制约农村干部素质提高的主要因素。借鉴人力资源管理理论,提高我国村干部素质的途径在于:建立健全选拔、培训机制,健全考核、激励制度,建立和完善农村干部社会保障机制等。
As the direct organizers and promoters, rural cadres play a highly significant role in organizing and leading the masses of peasants to build a new socialist countryside;therefore, their quality determines whether the construction is successful or not. At the present moment, there have existed lots of problems in rural cadres as the following they are relatively old with rigid ideological concept and less educated and low quality as a whole, moreover, they lack party spirit practice and democracy management;in addition, they have been bothered by corruption problem and confusing financial state. Historical culture, policy and regulations as well as working environment in countryside are key factors restricting the improvement of rural cadres'quality. This paper employed human resource management theory to point out the approaches to improving rural cadres 'quality in China firstly, to build and improve mechanism of selection and training, secondly, to strengthen policy of evaluation and encouragement and thirdly, to establish and consummate mechanism of social security of rural cadres.
