电子政务的公共服务障碍及其解决路径

Obstacles and Solutions to Public Service of E-government

电子政务与服务型政府建设是一个双向互动的过程:服务型政府为电子政务的建设提供基本理念,电子政务为服务型政府的建设提供重要的技术支持。目前由于我国的电子政务尚处于初级发展阶段,还存在着理念滞后、体制、法律、技术不完善、人才素质不高等诸多问题,阻碍了电子化服务水平的提高。因此,应从消除理念障碍、创新政府管理体制与机构、完善法律与信息安全技术建设、加强人才培养等方面寻求解决路径。

E-government and service-oriented government building is a two-way interactive process：service-oriented government provides basic concept to the construction of e-government while e-government provides important technical support to the construction of service-oriented government. At present, China＇s e-government is still in the initial stages of development, there are still problems hampering the electronic service levels, such as the idea, institutional, legal, technological problems and the problem of the intellectuals＇quality. Therefore ,we should seek the solutions from these ways ： eliminating barriers of the idea, innovating in government management system and institutions, improving the legal and information technology security, strengthening personnel training.
