2009年2月4日，国务院总理温家宝主持召开国务院常务会议，审议并原则通过了《装备制造业调整振兴规划》（以下简称《规划》）。

February 4, 2009, Wen Jiabao, Premier of the State Council, chaired executive meeting of the State Council to deliberate on and approve the plan of revitalizing equipment manufacturing industry. It is noted that as a strategic industry [accounting for 12% in GDP], equipment manufacturing industry is providing equipments for national various industries, with the characters of high correlation degree, strong ability to create employment and technology capitalintensive. Therefore it is not only the important security of industry upgrading and technology progress, but also the embodiment of comprehensive national power.
