The civic culture can embody a city＇s soft strength, and its development can play a very important role in a city＇s entirety construction. This article takes the material culture and the energetic cultural two stratification planes as a breakthrough point, focusing on Dalian civic culture＇s superiority and its experiences, and also pointing out the problems during Dalian civic culture construction ,in order to study city＇s development in civic culture plane, and discussing which style a competitive power and vigor city must have.
