论我国农村基层民主的发展——以政治文化为视角

On Development of Rural Grassroots Democracy in China——From Perspective of Political Culture

民主既是制度的,又是观念的、文化的。任何一个国家的政治民主化进程,既是其民主制度逐渐确立、完善的过程,也是与之相适应的公民文化(民主政治文化)的培育、发展过程。社会主义农村基层民主的发展也是如此。本文在阐述了政治文化的内涵与功能之后,以此为视角着重对农村基层民主建设进行了分析,在此基础上提出了我国农村基层民主政治文化构建的设想。

Democracy is not only in the sense of system but also of idea and culture. And the process of political democratization of any country, is not only the process of its gradually established democratic system, but also the nurture of a corresponding civic culture （democratic political culture）. The same case is with the development of .socialist rural grassroots democracy. By describing con.notation and function of political culture, this article is to analyze the building of grassroots democracy in rural areas, on the basis of which, to put forward the idea of building a democratic political culture for the rural grass roots.
