从文化与民主的关系的角度对民主发展道路作最一般考察和概括,政治民主化演进的基本路径无非这样两条:以先发国家为代表的"民主文化—民主制度—民主政治"进路和以后发国家为代表的"民主制度—民主文化—民主政治"进路。中国作为一个典型的后发国家,其政治民主化的进程只能遵循"民主制度—民主观念—民主政治"的路径演进。

From the angle of the relation between culture and democracy, this paper makes general examination on democracy development route. The basic route of political democracy evolution has two, one is democratic culture - democratic system - democratic politics represented by prior - developed countries and the other is democratic system - democratic culture - democratic politics represented by post- developed countries. China, as a typical post -developed country, can only follow the route of democratic system- democratic culture- democratic politics.
