农村垃圾治理研究——以武陵山区S县L乡为例

A Research on Management of Rural Garbage:A Case Study of L Village in Wuling Mountains Area

农村垃圾是村民以及其他人在生产生活中产生的倾倒在农村社区公共场地的综合废弃物。农村垃圾对农业生产、农村居民生活、自然生态环境造成了严重危害。调查认为,村民对垃圾的危害认识不清,对垃圾处理方法的选择缺乏科学性,但对垃圾收费管理比较支持。造成农村垃圾问题的根本原因是农村社区缺乏阻止村民或其他人在农村社区公共场地倾倒垃圾的自律和他律机制。因此,须采取利用先进物质技术、建立垃圾管理体制、垃圾分类回收制度、垃圾堆放收费制度等措施才能有望治理好农村垃圾问题。

Rural garbage is the comprehensive waste from the production and life dumped in the public venues of rural communities by rural villagers and others, which does harm to the agricultural production, the life of rural residents as well as the natural ecological environment. An investigation shows that the rural residents think it reasonable to pay for the garbage treatment though they have little knowledge about the hazard of the garbage, nor do they know how to disposal the garbage. The article points out that the rural communities lack disciplines that can prevent the rural residents and others from dumping garbage around. Hence the ways to treat the garbage in rural area are： using advanced material technologies to dispose the garbage, establishing waste management mechanism, classification mechanism and fee-collection mechanism.
