技术法律控制已经成为STS研究的重要问题。从社会发展的角度,分析了现代技术法律控制的局限以及确定控制边界的难度,指出解决问题的关键在于加强法律与技术政策、技术伦理的协同,从技术政策、技术伦理法律化的条件、内容和限度等方面,提出了法律与技术政策、技术伦理协同发展的对策。

The legal control of technology is one of the important issues in STS. In the perspective of social development, the paper analyzes the limit of the legal control of technology and the difficulty of control boundary, and points out the problemsolved key which lies in strengthening the coordination between law and policy, ethics,and also puts forward the Synergetic Countermeasures for law, policy and ethics, concluding the conditions, contents and limits.
