摘要
社会资本是20世纪90年代以后形成的、许多学科关注的热门概念。社会资本和物质资本、人力资本并列成为促进经济发展的一种形式,也是是服务型政府构建所不可或缺的重要基础。丰富的社会资本有利于重塑政府与公民的良好信任关系,增强社会集体行动的能力,能为服务型政府构建提供价值支撑和参与网络支持。因此,可从社会资本的信任、社会规范和参与网络三要素的角度来构建服务型政府。
Social capital, which was formed after the 1990s, is a new but popular concept which has attracted attention in several major disciplines. As the third capital that stands side by side with material capital and human capital, social capital is a normal form with high overview ability and it is necessary for service - oriented government construction. People＇ s trust to social capital, social norm and participation network has positive significance to the construction of service - oriented government.
