西部地区统筹城乡发展存在的问题与对策研究

On Overall Urban and Rural Development in Chinese Western Areas

统筹城乡发展研究是一个世界难题。国内外学者从不同角度对统筹城乡发展进行了大量的研究,但对我国西部地区统筹城乡发展的研究相当少。西部地区是大城市、大农村并存,民族地区和生态环境脆弱地区等特征集于一体的特殊地区。因此,应借鉴国内外经验围绕"统筹城乡发展规划、统筹城乡劳动力就业、统筹城乡基本公共服务、统筹城乡基础设施建设、统筹区域联合与协作"等方面实现西部地区统筹城乡综合配套改革实验顺利实施。

The research on overall urban and rural development is a global difficult problem. The domestic and foreign scholars have studied it from different viewpoints, but few of them dealt with this problem in Chinas western area. The western areas are characterized by the layout of big cities and vast rural areas, multi - nationalities residence and vulnerable ecological environment. By referring to both foreign and native experiences, the paper presents some measures of improving the overall urban and rural development in this place under the principle of ＂coordinating the urban and rural development project, coordinating the urban and rural labor force employment, coordinating the urban and rural funda- mental collective services, coordinating the urban and rural infrastructural facilities, coordinating the region union and the cooperation＂.
