苏北沿海建制镇工业集中区土地利用的SWOT分析——以盐城市陈家港镇为例

SWOT Analysis on the Land Use of Industrial Zone in Coastal Regions of North Jiangsu——A Case of Chenjiagang Town,Yancheng

近年来,建制镇的发展成为县域经济的主要增长点。工业园区和开发区的建设带动了当地经济与就业,然而园区的开发建设也暴露出若干问题。通过对陈家港工业集中区的SWOT分析,展现该镇工业区土地利用的优劣与机遇挑战,一定程度上折射出苏北沿海建制镇工业区普遍存在的问题。面对新的政策形式和经济环境,针对存在的粗放经营和土地制度不完善等问题,提出通过提高存量土地利用率和建立土地利用的评价机制等手段优化园区建设,这对苏北建制镇工业区的经济建设与土地利用调整也具有普遍意义。

The development of town is the main growth point of county economic in recent years. The construction of industrial park and development zone leads the development of economy and increases the employment, meanwhile some problems are exposed. According to the SWOT analysis on the industrial zone in Chenjiagang Town, which displays the advantages and disadvantages, and the opportunities and challenges in the land use, some problems commonly existed in the industrial area in coastal regions of North Jiangsu are reflected in some extent. Faced the new policy and economic environment, and based on problems including extensive management and imperfect land systems, the industrial area construction is optimized by improving the utilization rate of stock land and establishing the evaluation mechanism of land use, which has some universal significance to the economic construction and adjustment of land use in coastal regions of North Jiangsu.
