摘要
改革开放以来,干部考核从务虚到重实,对调动各级干部干事创业积极性发挥了积极作用。但是由于受诸多因素影响,近些年来,干部政绩考核也滋生了一些负面的东西,对社会经济可持续发展,甚至对党风政风带来了消极影响。作者以"落实科学发展观必须树立正确的政绩观"入手,借助现代人力资源管理理论,对我国现行的干部政绩考核工作进行了实践观察和分析,提出了扩大考核主体、完善考核指标体系、规范考核程序、发挥考核的综合效能等政绩考核改革建议。
Since China has carried out ,the policy of reform and opening to the world, the assessment of Chinese officials has shifted its focus from discussing principles to concrete matters, which plays an active part in arousing their enthusiasm to do their jobs. However, the assessment of officials' performance has caused negative effects in recent years, which are negative to the sustainable development of social economy and even to government and party conduct. With the theory of modem human resource management and the notion that the implementation of scientific development is obtained only through the right political achievement idea, the author has made an observation and analysis of the current officials' assessment work and offered a proposal to enlarge assessment body, improve the system, regulate its process and make full use of the effects of the assessment.
