政府科技管理活动遵循公共管理的规律。从公共管理的角度分析,政府科技管理应当在行政体系、市场体系和社会资源等三个维度上考虑定位,在宏观、中观和微观三个层面上确定管理内容,依据不同区域的资源禀赋突出地方特色。
Government scientific ＆ technological Administration activities follow the rule of public management. Considering the public management theories, the governments＇ S＆T Administration should rationalize its activities with relationship of governance, market system and social resources. The content of the administration should consist of different levels. The provincial governments＇ , S＆T administration should be of vivid characteristics in accordance with local resources.
