我国收入分配差距的现状、原因与对策

Income Disparity in China: Present Situation,Reasons and Countermeasures

改革开放30年来,我国已从一个平均主义盛行的国家,转变为贫富差距扩大现象严重、收入差距超过了国际警戒线的国家。导致我国收入差距过大既有合理合法的因素,又有不合理不合法的因素。对合理合法因素引起的过大收入差距我们要允许和容忍,对不合理不合法的因素引起的过大收入差距我们要调节、抑制和消除。当前解决收入差距过大问题要遵循社会公平的基本原则,要把解决收入分配不公作为突破口,将社会政策作为缩小收入差距的重要手段。

In the 30 years since the introduction of the reform and opening up policy, China has transformed from an equalitarian country into one with widening gap between rich and poor exceeding international warning line. Causes for the excessive income gap include both rational and legitimate factors and irrational and illegitimate ones. We should permit and toler- ate income gap caused by rational and legitimate factors, and readjust, restrain and eliminate that caused by irrational and illegitimate factors. At present, we should follow the basic principle of social equity, proceed from resolving unfair distribution, and use social policy as an important means of narrowing income disparity.
