Building a harmonious society is objectively required by China＇ s reform development entering a crucial stage, showing the fundamental interests and common aspiration of the large number of people. This paper discusses the necessity of establishing and implementing the performance evaluation system of social Security expenditure and its positive significance for building a harmonious society. It also explores some issues about the performance assessment model and the performance evaluation indicators in a harmonious society environment in order to establish the performance evaluation system of social security expenditure based on a harmonious society.
