实施珠江流域规划　促进西江经济走廊繁荣

Implement the Plan of Pearl River Valley for the Booming of West River Economic Corridor

提出加强防洪工程体系建设，促进大藤峡水利枢纽的建设，为繁荣西江经济走廊提供安全保障。认为要以全流域的综合利用规划作指导，实现多目标的协调开发，包括开发西江黄金水道，发展西江航运；开发水电富矿，为西江经济走廊建设提供清洁能源；防旱除涝，发展灌溉，推广节水型农业，建设高产稳产农田。要保护水资源，改善生态环境，使水资源可持续利用。同时要进一步加强防洪减灾意识，打破地域观念和行业分割的思想，加强环境意识，保护水资源，积极贯彻《水利产业政策》，促进西江经济走廊建设。

The author suggests that the construction of flood control engineering system should be strengthefled to promote the construction of Datengxia Project for protecting the West River Economic Corridor. He concludes that the coordinated multi - purposes development should be reallzed under the guidance of the comprehensive utilization plan for the entire river valley which includes developing navigation of the West River by exploiting the golden channels of West River, developing rich hydropower resources to provide clean energy for the construction of West River Economic tbrridor, developing irrigation to prevent drought disasters and drain out waterlogging,building farmland with high and stable yields by extending farming of less water consumptions. It ls necessary to protect water resources and improve ecologic environmenl so as to realize sustainable development of water resources. The conciousness of flood control and disaster mitigation should be strengthened. It is also necessary to break away from regionalism and ldeology of separation. The conciousness of environment should be enhanced to protect water resources. The policy of water conservancy as a basic in dustry should be put into effect actively to promote the construction of West River Economic Corridor.
