三峡水库开发性移民结硕果——三峡水库移民一期任务顺利完成

Smooth achievement of the first-phrase resettlement work of Three Gorges Project

按照三峡水库分期蓄水的安排，水库移民工作分四期进行。第一期（１９９３年～１９９７年）目标是确保按期实现大江截流。５年来，三峡库区实行开发性移民的大政方针已经明确，管理体制基本理顺，移民补偿资金到位情况良好，新城镇的基础设施已基本完成。经验收认为：水库移民一期任务绝大多数已经完成，少量未完项目均可在１９８８年５月底汛期到来之前完成，能够满足大江截流的要求。这为二期移民任务的完成奠定了基础。

Three Gorges Reservoir,the work of people relocation in the reservoir area is divided into four stages.In the first stage(1993 1997),the goal is to ensure the accomplishment of the river closure to be on schedule.For five years,the main policies and principles for the resettlement in the reservoir area of the Three Gorges Project have been defined.The management system has been basically put in order.The arrival situation of compensation funds for the resettled people have been good.The infrastructure facilities for new cities and towns have been basically completed.It is considered after acceptance that the first phrase resettlement have been achieved and only a few uncompleted items could be accomplished before the flood season in May,1998,which could meet the needs of the river closure and lay the foundation for the second phrase resettlement work.
