Access to media technologies is often considered as a social process of power construction. To illustrate how social resources like powers and Guanxi are involved in this process, this paper examines a migrant population's internet practices in an urban village, including the operations of legal internet cafes(white business) & illegal ones which are recognized as underground economy(black business), as well as the migrant population's access to internet. Adopting a top-down framework (national government-local government-community), this paper reflects the status quo of Chinese migrant population( mostly migrant workers) from a specific perspective.
