新疆中小流域治理的初步探讨

Preliminary analysis of regulation of middle and small basins in Xinjiang Uygur Autonomous Region

针对新疆中小流域的管理机构依法行政的职能范围十分有限、水资源无序开发、流域内水量分配不合理、水环境不断恶化等问题,从理顺水资源管理机制,促进水管体制改革;加大政府对流域水资源的宏观调控能力;提高流域机构依法行政能力等3个方面对新疆中小流域的治理进行了初步分析。认为只有加强流域水资源统一管理,发挥流域机构的行政管理职能,才能使水资源利用走上合理开发、科学利用的可持发展道路。

In the light of the problems of limited administrative functions by law of middle and small basin authorities,unregulated water resources exploitation,irrational water allocation in the basins,constant water environment deterioration,the harnessing approach to middle and small basins in Xinjiang area are preliminarily analyzed in 3 aspects: rationalizing water resources management system to promote water management system renovation,strengthening government's capacity for macro-control of basin water resources,improving administrative ability of the basin authorities by law.The analysis results show that only by strengthening integrated water resources management in the basins and giving full play to administrative management function of the basin authorities can make water resources utilization go on a sustainable way of reasonable development and scientific utilization.
