Political Commitment Crisis in a Harmonious Society and Preventions——From the angle of non-governmental organizations

和谐社会的理念是在社会分化的现实状况下提出的,它是社会分化过程的有机延续,是对社会分化过程不合理现象的修正,而决不是对于社会分化的否定。因此,和谐社会作为一项政治承诺,很可能由于被曲解而产生诸如平均主义、政府依赖等危机现象。作为政府、市场之外的"第三种机制",非政府组织发展不仅是"和谐社会"建设的一个部分,其本身更是"和谐社会"的重要建设路径。非政府组织发展可以防范可能产生的危机现象,并以切实扩大"政治参与"、构建利益组织化的社会结构、以群体间谈判减少治理冲突的成本等方式,实现其对和谐社会建设的推进。

Proposed in the real condition of social polarization, the concept of a harmonious society is an organic extension of social polarization and correction of improper phenomena instead of the denial of social polarization. Therefore, as a political commitment, a harmonious society will probably bring about crises such as eqnalitarianism and government dependence. As a ＂third mechanism＂ besides government and market, the development of NGOs is not only a part of the construction of ＂a harmonious society＂, but in itself an important way for the construction. The development of NGOs can prevent possible crises and expand ＂political participation＂, build an interest-organized social structure and cut down the cost for settling conflicts through negotiations among groups so as to push forward the development of a harmonious society.
