发展的科层制与中国行政体制改革

Hierarchic system in development and reform in China administration system

理性化与官僚化是现代性的基本标志,它们几乎支配了现代社会的所有领域,但科层官僚化为民主与自由投下了浓重的阴影。中国当前行政体制中的一个突出问题是科层制弊端与官僚主义的结合,但科层制对我国的行政体制改革还是有重要价值的。我们所要做的是借鉴科层制的合理成分,发扬民主,健全法制,强化权力制约和监督,推动我国行政体制的改革。

Rationalization and bureaucratization are the basic marks of modernity. They almost dominate all fields in modern society, but hierarchic bureaucratization throws shadow on democracy and freedom. The essential problem in current China administration system is the combination of the disadvantages of hierarchic system with bureaucratism,bat hierarchic system is still of important value to China＇ s reform in administration system. What we should do is using the reasonable components of hierarchic system, developing democracy, improving legal system, strengthening power restriction and supervision so as to promote our reform in administration system.
