在高等教育步入大众化乃至普及化的过程中,研究生教育作为高等教育体系的塔尖部分,也会随着本科及其以下部分的高等教育规模的扩大而扩大。研究生教育的传统目标是为高校和科研机构培养后备人员,当研究生教育规模扩大到高校和科研机构无法吸纳的时候,如何转变研究生培养观念、改革研究生教育模式,就成为研究生教育不可回避的现实问题。
