Discussion on the Choice of Police Working Pattern and Its Achieving Path

本文通过对中外行政管理方式的演进和警务改革发展趋势的剖析,提出我国警务模式的选择应是构建一种建立在政治、行政和法律三重价值标准一致基础之上的新型警察公共服务模式,并认为实现这一模式的路径是多层次的:在宏观上既要遵循警务改革的发展趋势,又要关注我国发展的阶段性特征在公安工作中的具体表现;在中观上既要强调警察的国家职能,又要突出警察的公共服务职能;在微观上既要坚持法定的警察公共服务职责,又要重视职责范围之外的公共服务问题。

Applying administration to analyze the development and tendency of police working will be very helpful for us to discuss about the choice of police working pattern. By analyzing the evolution of administration manner and the tendency of police working both in China and foreign countries, this essay brings up an idea that the choice of the police working pattern is to establish a new pattern of police public service based on the integrated values of politics, administration and law. And it also shows a multi - level approach to realize such pattern： at the macro level, we should follow the tendency of police working reform and concern about the concrete performance of development characteristics in the police working ; at the middle level, state function and public service function should be emphasized at the same time; at the micro level, the police should insist on the statutory public duty and also pay much attention to the function of public service beyond the duty.
