行政伦理学是MPA教育重要的选修课程。它对MPA培养目标的实现具有综合性作用,可直接作用于相关能力的意识维度,给公共政策提供伦理可行性论证,给公共管理方法和手段提供伦理正当性证明等,对公共管理者分析与解决问题能力的提高也具有重要作用。行政伦理学教学须根据该课程的特质和功能来安排教学内容,设计教学方法,才能体现本课程的设置宗旨。

Administrative ethics is an important elective course of MPA education. It has a comprehensive role for achieving MPA train ing targets. It can act directly on the sense dimension of related capacity, conduct the ethical feasibility study of public policy, and provide the ethical legitimacy proof for public management methods and means. It also can play an important role in improving the capabilities of analysis and problem - solving for the public managers. In order to reflect the purpose of the curriculum, the teaching contents and methods should be arranged in accordance with the traits and functions of the course.
