政府对农村新兴经济精英参与的引导与规范--对浙江省永康市的调查与分析

Government Guidance and Standardization for Participation of Rural New Economic Elites——A Survey & Analysis of Yongkang Municipality in Zhejiang Province

本文以浙江省永康市为个案,考察了20世纪80年代以来农村新兴经济精英参与村庄治理的过程以及政府引导和规范农村新兴经济精英有序参与的探索。在此基础上,进一步分析了政府在农村新兴经济精英参与中的作用,指出农村新兴经济精英参与村庄治理是党和政府构建农村的产物,地方政府的主动性和创造性是农村新兴经济精英有序参与的保证,地方政府适时转换角色有助于农村基层民主有序发展。

Taking Yongkang Municipality in Zhejiang Province as an example, this article reviews the process of orderly participation of new economic elites in village governance and the exploration,of government guidance and standardization for such participation since 1980s. Based on this, the article further analyzes the government role ＇in participation, and then points out that new economic elites participating in village governance is the product of new village construction led by Party and Government, and the initiative and creativity of local government is the important guarantee for such orderly participation and its proper role - change will be conducive to the orderly development of rural grass - roots democracy.
