统一食品安全监管:国际比较与我国的选择

Unifying the Food Safety Supervising:the International Comparison and Our Choice

近年来,我国发生众多食品安全事件,使食品安全成为社会关注的热点,而权力分散的食品安全监管体系的改革则成为人们探讨未来食品安全监管改革的核心话题。本文通过对美国及欧盟各国的食品监管体制分析,认为,美国相对分散的食品安全监管体制已经面临统一监管的理论争议,而欧盟及其成员国则提供了统一监管的实践经验。因此,本文提出,统一我国食品安全监管体制,是应对食品安全危机和顺应国际食品安全监管趋势的必然选择,应在审议中的《食品安全法》中得到完善。

The occurrence of so many food safety crises in recent years makes food safety become the social focus, and the food safety supervising system of dispersing power becomes the core topic of reforming the food safety in the future. From the international perspective, to insure the food safety, the relatively dispersing U. S. A food safety system is facing the theoretical debate of unifying, while the European Union and its members provide practical experience. Therefore, unifying our food safety system may be our inevitable choice, and should be perfected in our food safety law which is in the consideration.
