An Analysis of Government Behavior in Rural Poverty Reduction

在农村扶贫过程中,政府是主导者和决定者,但其行为缺乏制度性约束,并不承担相应的责任,另一方面村民却角色缺位。这在很大程度上影响到扶贫绩效。然而,在现有制度框架下,对地方政府的制度性约束很难从地方政府自身产生。上一级政府的制度提供、村民和非政府组织的参与是改变这一状况的主要途径。

In the process of rural poverty reduction, government has played the role of leading and determination, but its behavior lacks institutional restriction and do not bear related responsibilities. And the villagers have not played their complete roles either. This phenomenon affected the achievements of poverty alleviation to a great extent. However, in the frame of current system, it is difficult for local government to produce the institutional restriction by itself. Therefore, the main approach to change this situation should depend on the institutional provision of the superior government and the participation of the villagers and NGOs.
