城市低保对象中“两劳人员”的问题及对策

在城市居民最低生活保障制度实施过程中,两劳人员作为其救助的特殊群体所产生的问题和负面影响越来越多。如,在新增低保户中两劳人员所占比例较大;对两劳人员普遍实行全额低保金覆盖;两劳人员无须严格审查就能吃低保;两劳人员存在低保依赖和衍生贫困现象等。两劳人员中大多数是有劳动能力的青少年,如何帮助和鼓励他们积极就业、实现自立是完善低保制度中需要重点解决的问题。

During the implementation of the minimum subsistence guarantee system for urban residents, peo ple reformed and educated through labor are of a special grouP and make more and more problems and negative impacts. For instance, people of this group are in larger proportion of the newly added residents covered by this guarantee system; they get the total subsidy without strict official review and rely on it until in poverty again; youngsters and adults with labor force are the majority of this group. How to help and encourage them to work actively and achieve self reliance are the most important issues in streamlining the current minimum subsistence guarantee system.
