我国彩票市场法律规制研究

通过文献资料法、逻辑分析法等方法对我国彩票市场法律规制问题进行研究,研究发现我国彩票市场的法制监管不足、宏观监管机构缺失、微观发行机构设置重复,造成了我国彩票市场管理中的多种弊端。论文试从制度设计、法制建设的角度对我国彩票市场的法律规制改进与重构,提出了加快彩票立法、建立独立监管部门、完善彩票公益金分配与使用制度建设等见解和建议。为我国彩票市场的管理提供参考。

Studying in the law regulations of lottery market in China through literature methods and logical analytic etc. And found that the legal regulation supervising weekly in China＇s lottery market, lack of macro-regulatory body and re-establishment of microissue body are co-exist. Therefore , it caused serious problems in lottery market management In analysis from the system design and legislative work angles, this paper give some advices ： establishing independent Supervisory authorities, speeding up the lottery legislation,improving the distribution and use of the Community Chest lottery system, and give references for our lottery market management.
