摘要
完善市场经济是我国改革开放的核心,要发展市场经济就需要市场对资源发挥基础性配置作用。随着市场经济的发展,农村宅基地使用权被禁止流转从而导致使用效率低下的问题日益突出,市场经济的发展导致了农村人口城镇化的趋势,该趋势促进了经济发展的同时也带来了一定的问题,如:我国农村宅基地空置、城市农民工缺乏住房、农村农民贷款困难想要发展却面对资金瓶颈等。目前,农村宅基地使用权流转的"隐性市场"已经出现,市场迫切需要将农村宅基地使用权盘活来改变其在财富上的利用效率。本文正式鉴于此种情况,用法经济学的角度对农村宅基地使用权的流转进行分析,为目前的农村土地改革提供一个新的参考角度。
The core of reform of China is to consum-mate market economy. With the development of market economy in China, the problem, especially the transfer of rural homestead stands out. The development of market economy results in the trend of civilized people in the rural area. This trend results in some problems such as the vacancy of rural homestead, problems of workers of non-registered permanent residence and so on. And now, the recessive market of rural homestead has come out, and peasants want to change their wealth by the use of rural homestead. So, this article wants to solve the transfer of rural homestead, and supply a new way to the rural homestead.
