受席卷全球的金融危机影响,国际油价在2008年第四季度出现了持续性的大跌,为我国燃油税的实施创造了难得的时间窗口。就在2008年行将结束之时,国务院印发了《关于实施成品油价格和税费改革的通知》,并决定自2009年1月1日起实施。至此,讨论了15年之久的燃油税改革方案终有定论……

Influenced by the financial crisis across the globe, the international oil price saw sustainable slump in 2008 Q4, creating a hard-won time window for the levying of fuel consumption tax in China. When year 2008 came to an end, the fuel consumption tax scheme which has been discussed for 15 years became a hot topics of all parties once again. As it’s already more than one month since the levying of the fuel consumption tax and more money will be paid if more fuel is consumed, energy-saving and emission reduction is not a simple slogan any longer, but a serious question in front of the enterprises and operators. Therefore, Transpo World magazine schemed this special report, hoping to learn the influence brought to the industry after the levying of fuel consumption tax.
