Scientific concept of development demands the development with scientific orientation, taking development as the primal task, conscientiously adhere to people - oriented principle, sticking to a comprehensive, coordinated and sustainable developmont, taking overall consideration. The paper puts forward concret measures to achieve scientific development of college and university libraries combined with real cases, and hopes to provide a help for the development of college and university libraries.
