建立万家寨引黄工程水管理体系的思考

Conception on Setting up the Water Management System of the YRDP

研究和建立引黄供水区新的水管理体系，是一项重要课题。本文提出了建立水管理新体系的主要思路，对水价制定和供水经营的组织形式进行了讨论，参照世界先进经验提出了新体制要划清政企界限，政府依法制定水资源宏观管理政策，划定各供水机构的经营范围，各供水机构以网络式组织结构分别进行水商品自主经营，供水水价根据供水成本按照价值规律分别测定的观点。

It is an important issue to study and esablish a new water management system in the water supply area of the YRDP.In this paper,a key thought for setting up such a system is proposed,the question how to stipulate the water price,what the organization form of water supply management should be taken are discussed.Furthermore,in the new water management system proposed,the writers,in the light of the advanced experiences abroad,has presented a viewpoint that the clear disinction of the rights and obligation between the government and the enterprise should be drawn,the government should draw up the policy of the macroscopic management of water resources according to the law and should delimit the operation scope of each water supply corporation,each water supply corporation run the “water”as commodity on its own separately while each of them,at the same time,in a network type organizational structure,and that the water price is determined respectively,based upon the water supply cost and to the law of value.
