三峡工程采用“三期导流、明渠通航”方案，在业主、设计、监理、施工、水文、科研等单位的共同努力下，于1997年11月8日胜利实现二期大江截流。为了确保截流成功，及时、准确地给有关人员，特别是决策机构提供信息项目部充分利用现有的科学手段，建立了一整套切实、可行的信息管理系统。

The construction scheme including river diversion in 3 stages and navigation by o-pen channel is implemented for the TGP. In a the common effort by the owner, the designers,the Engineer, the contractors, the hydrometric and scientific research units, the second stageclosure of the Yangtze river was successfully completed on Nov. 8, 1997 - For successfullydamming the river and providing timely and accurately with information to the design - makingorganizations and the staff concerned, a complete set of practicable system of information man-agement was established by making good use of the scientific means available.
