论陕北能源化工基地的地方规范性文件的制定

On normative documents of the energy and chemical industry base of north Shaanxi

为了加强对陕北能源化工基地的地方规范性文件制定的研究,运用法理学、区域经济学等理论,研究规范性文件存在的法理依据和效力依据,认为应制定《陕北能源化工基地规划》和具体实施细则,制定建立地方循环经济模式、改善生态环境及协调各方关系的规范性文件,以提高资源利用效率,促进全社会的和谐发展。

In order to research the normative documents which build the energy and chemical base of North Shaanxi, the theory of law and regional economy were used to research the importance of the theory and practice of normative documents. And further, the normative documents must be regulated, which include the rule on the energy and chemical base, the model of circular economy and rule on protecting the environment and reconciling the relationship.
