基本公共服务均等化是建设社会主义和谐社会的基本理念,也是落实科学发展观的直接体现,实现基本公共服务均等化对我国社会稳定和经济社会协调发展具有非常重要的现实意义。在对基本公共服务均等化的时代背景和本质属性分析的基础上,尝试提出了我国基本公共服务均等化的制度保障,并从机会均等、过程均等和结果均等三个维度设计了评价基本公共服务均等化的核心指标。

The equalization of basic public services is the basic idea of building a socialist harmonious society and a direct reflection of implementing the scientific concept of development. So the achievement of basic public services equalization has very important practical significance for China＇s social stability and coordinated development of economy and society. This paper tries to put forward the basic public service system for the protection of equalization on the basement of analyzing the historical background and its nature of the property, and has designed the core indicators of performance evaluation from three dimensions, equality of opportunity, equality of process and equality of results.
